Remove `net45`, `net461`, `netcoreapp3.1`, `net7.0`; and add `net8.0` #110

          maybe you could also remove the `netcoreapp3.1`(End of support: December 13, 2022) and `net7.0`(End of support: May 14, 2024) and add `net8.0`

net-framework 4.5 and 4.6.1 are EOL too: https://devblogs.microsoft.com/dotnet/net-framework-4-5-2-4-6-4-6-1-will-reach-end-of-support-on-april-26-2022/
