Think about custom events more #11

Events were thought about in the planning phase but were never fully coded together. The idea with events is to add to the action list things that only reports would know, such as a committee stalled a bill.

Overall, the code is mostly there, but there needs to be some finishing touches. For instance, there should probably be some notation in the action list that it is an editorial event, not an actual legislature event.

I have made this to work on the e-bill level not the open states bill level. Right now, it implements a basic display mechanism. This could be enhanced. This could also be better as the original idea of supplementing open states actions.
