Update ActionScheduler to version 3.4.0 #423

Is this update related to a problem? Please describe. I don't think so. We might be able to use the new as_has_scheduled_action method, but I don't think it's necessarily helpful for our uses.

Current version the plugin includes ActionScheduler 3.2.1

Version to be included ActionScheduler 3.4.0

Have you tested this update? What happened? No

Additional context Note: this does move the minimum WordPress installation version up to 5.2, which would require an update to our readme as well. I think this is fine really. But I guess we should make a decision about what that means for this plugin's version conventions. Maybe we should do a v2.1.0 for this.
