Update Action Scheduler library to version 3.4.0. Note: this raises the minimum supported WordPress version to 5.2. #424

What does this Pull Request do?

This fixes #423 by updating Action Scheduler to version 3.4.0. It also updates our system requirement documentation to reflect the minimum requirements for Action Scheduler, which were raised to WordPress 5.2 when they released version 3.3.0.
