How to turn on an LED? (Windows 10)

I followed this page to install Windows 10 on my MinnowBoard and want to do something like turn on an LED

but I don't know how to program on MinnowBoard.

I found some teaching article program through Visual Studio on the other Windows 10 machine which connected to MinnowBoard, but they installed Windows 10 IoT on their MinnowBoard...

so, how do I program? Install Visual Studio on it?
