The UEFI boot order changes when the system is powered on without a boot device attached. If a new new SD image update installed the system fails to boot and enters the UEFI Internal Shell. This requires connecting a keyboard and display to boot.
Once the UEFI Misc Device is selected the system boot normally but unless the boot order is changed to move the UEFI Misc Device this will happen again on the next new SD update.
One work around that works is to clear the boot order and never power on without an SD installed:
bcfg boot rm 0 (repeated till the list is empty)
Then after a reset the UEFI Misc Device appears before the UEFI Internal Shell in the boot order.
