Currently Emacs ppa has not been available for Ubuntu 24.04 yet
So 83ff587ff37010fd06c39c62db79869d2b95c48b disables tests for ubuntu-latest and enables tests for ubuntu-22.04 instead
- That should be reverted after released Emacs ppa for Ubuntu 24.04
