Pause minting when no mature coins are available #103

It seems like the wallet attempts to mint even when no mature coins are available. We can see this by observing CPU usage when the wallet is running even without mature coins. This drops way down if we lock the wallet.

I only add information, the wallet if it is unlocked with immature coins consumes from 20% to 42% of the cpu if the wallet is blocked it consumes from 3% to 23% of the cpu Comparing with other "POS" cryptocurrency wallets, which I have used, it is clear that the wallet needs an optimization both in the consumption of cpu, as in the consumption of ram
