@epcim where is commit body and valid description? what is the main goal? pls clarify info, and check failed tests

I hope I will fix that. I upgraded docker compose files to higher version + required modifications. The purpose was to use new volume spec. then it was encoded. Especially to be able to easily modify and mount some local directory, where finally etcd data will be located. (then won't be the backup procedure (as described today) required, and developer will only mount the local directory or backup it with tar/zip etc.)

@epcim ok, i understand your main goal, but please check back port compatibility with our stuff , coz bumping compose file version may break smth, and also check tests
