engine not upgrading with cluster.yml #18

Installed with engine 19.03.08

Updated cluster.yml but the change was not applied when running launchpad apply

version: 19.03.14 # was previously 19.03.8

Engine 19.03.14 is not released. Current version is 19.03.8.
