UPD: Neutron no longer use storyboard for bug/rfes, use https://bugs.launchpad.net/neutron

Q: Can this by ported to OVNAgentExtension? A: ovs and ovn are different neutron backends, I do not think so. In ovn this restart does not make any sense as we do not have even l2 python agent running on each node [Vasyl]
