Prefer Chimera's map download powered by HaloNet; Fallback to OS Map Download #11

This is handled better by Chimera which accesses the HAC2 map repository. Said map repository was planned to be cleaned up of disfunctional maps.

If this doesn't conflict with any other mods, then there's no need to remove it.
