With a fresh account, the Plasma queue is 4:1:2:3:5
This happens, because 1:2:3 have a production gain of Zero and therefore get the default (high-)score, while 4 already have a "real" score (which is lower than the default one).
Possible fix: Only include Plasma queue, if you have the prerequisites of the research.
