Custom Jinja template tags

Add a custom Sphinx extension to provide custom template tags / filters for Jinja2 templates.

Required Tags

• [ ] date formatting
  • [ ] take a datestring ("YYYY-mm-dd") and format it according to a format string
  • [ ] basic internationalization?
