We need the CLI to be able to do the following things:
[ ] set parameters of filters
[ ] link filters inputs and outputs
[ ] instantiate filters using their human readable name
[ ] rename filters
[ ] move filters to different filter pages
[ ] change the position of filters withing their filter page
[ ] save and commit show files
