Moderator can't see user moderation page

💡 Summary

IP (recent) requires Admin permission, but there's no fallback for exception

🥰 Expected Behavior

User moderation page should be loaded without IP (recent).

🤬 Actual Behavior

Blank page is shown due to script error.

📝 Steps to Reproduce

1. add moderator permission without admin/root
2. go to /admin/user/{anyuserid}

* Model and OS of the device(s): iPhone 14 Pro (iOS 18 Beta 2)
* Browser: Safari
* Server URL: local, https://oscar.surf
* Misskey: 2024.5.0-io.1a, 2024.5.0-oscar.4
