Create a Snowflake User account for ETL work #53

Need a user account and role in Snowflake. The role should possess privileges to access and read all schemas and tables within the specified account. Additionally, it should be capable of creating file formats and stages.

Account name: xp02744.us-east-2.aws
Warehouse name: ATLAS_WH
Database name: OMOP_CDM
