Implement RoveComm Manifest 2024

[wiidler]

With the changes of several boards and the addition of a new network switch, RoveCommManifest has changed significantly. It needs to be reimplemented.

GOALS

• [x] Driving rover from RED
• [x] Integrate RoveComm as a submodule
• [x] Ensure all commands are in the right place
• [ ] Rebuild Science System and controls with controller
• [ ] Full systems test to ensure commands and ID's are correct
