Fedora 33: Migrate from IntlTool to Gettext #47

While working on Issue #45

intltoolize is obsolete: gettext 0.19.7 includes all the functionality GNOME projects used from intltool, so you should port from intltool to gettext.

So next I will follow the above, which will no doubt necessitate cleaning up a few things in the build files.
