The letters view should be altered to a) demarcate editing and browsing, and b) render the letter with more meaningful styling.

With respect to demarcating editing and browsing:

The top bar should contain Previous, Next, Edit, and Download (i.e. navigators)
The bottom bar should have View, Cancel, Validate, Delete and Save (i.e editors)

With respect to rendering the letter, at the very least:

teiHeader elements should be separated from text
rend attributes should be respected
