Forms: Improve the collapse/expand all controls #16

There are several issues with the buttons:

They are shown even when only a single section is present
They are often not well placed in the layout
Useless when a page is long, since the buttons are at the top

An idea would be to integrate the collapse all controls in the section headers, or some other place that is accessible even when scrolled down.

Categorized this as a bug as well, because in some cases the buttons appear and have no functionality (for ex. adding a single section in the sidebar).
