Update to Ubuntu 22.04 #166

Brings the image from Ubuntu 20.04 to 22.04. Builds on top of #165.

Thanks to @IceOfWraith for the help with this.

Test by pulling mitchtalmadge/amp-dockerized:staging-ubuntu-2204
