Port the navigation service to enable personalized menus #1

Since authorization needs be taken into account, the navigation service must be invoked asynchronously to acquire a JSON structure for each menu/submenu.

Today's navigation service works completely on the server side, but could still be used more or less unchanged for the AngularJS application.
