Switch to GitHub Actions #102

Description

This will:

Remove travis
Implement github actions
Update the readme badge

Motivation and Context

With travis disabling open source projects, this PR will replace it with GitHub actions.

How Has This Been Tested?

I tested it on my fork.

Thanks for you effort here. We may come back to it, if travis makes any problems. For now, never touch a running system.
