(30003) "The system is being upgraded. please try again later" error #64

image_2024-02-29_084019142 The device is a china redmi note 13 5g on HyperOS 1.0.1.0. I've installed the setting apk include in 1.0 release to deal with 10000 error code but got 30003 error instead. This 30003 error also occur when trying bindding the phone the normal way. Is Xiaomi at fault here?
