Fix knitr error with Rcpp and SimGrowth.cpp #8

RMD does not currently knit with Error in sourceCpp("./CppFunctions/SimGrowth.cpp") : Error 1 occurred building shared library. This is a known issue: https://stackoverflow.com/questions/39456577/cant-use-rcpp-engine-in-r-markdown

setup with rtools40 fixed the issue
