Don't know exactly what they'd be used for but would be nice to have.

Likely something like /effectmc trigger <slug> <JSON/NBT data for params> (JSON vs NBT undecided at the moment)

Currently targeting v3.1

Got the groundwork laid for it, but want to get v3.0 out and testing before adding. (and testing... so much testing)
