Effect Idea: Settings and/or FOV #23

An effect that sets the FOV would be interesting, maybe could also have some of the other popular settings like GUI scale or brightness maybe? Likely some getting their own entry, to reduce confusion.

List of options I would like to make into effects:

[X] Set FOV
[X] Set Point of View (1st person, 3rd person, etc)
[x] Set GUI Scale (maybe increase/decrease)
[x] Set Gamma
[x] Set Render Distance (will need the extra send to server packet)
[x] Show/Hide chat
