NeoForge support #38

In case you aren't aware, Minecraft Forge just had a major fork, where most of the original team moved to the fork, NeoForge.

Due to the fact that EffectMC supports multiple Minecraft versions, and NeoForge is only available for 1.20.1 right now (as of the time of writing) I cannot just update the older minecraft versions to use NeoForge. They will likely have to stay on Minecraft Forge.

But I plan on switching 1.20.1 and future Minecraft versions to NeoForge at the next release. (As long as there's a player-ready version of course.)

In addition, if older Minecraft versions become available for NeoForge, I will update EffectMC to use them.
