Is this project active?

Does this app works like roundcube counterpart? i.e mailbox, send mails create and attach email accounts etc.. ?

Yes kind of active but currently paused. And no it doesn't do the mail box things (read/write/mange mails/...). Currently it's mainly to create email addresses and alias on the fly without having to edit the files on the server.
