Translation to Spanish #96

testing the new translation tool. Took 45 minutes to accomplish.

Thank you @fredericsimard for initiating this work.

I've pushed a few commits to fix some links.
I've replaced the content of the Data Policy page (https://gbfs.org/es/learn/data-policy/) with the content of the blog article (https://mobilitydata.org/gbfs-y-politica-de-datos-de-movilidad-compartida-2/) which had been reviewed by a human.

I suggest that we wait for a Spanish native speaker from MobilityData's team to review the main pages before we push this to production.
