Align the release pipeline with the branching strategy #1759

Describe the problem

In https://github.com/MobilityData/gtfs-validator/pull/1657 we added a document describing the release branching strategy (See BRANCHING.md)

Proposed solution

We should review our release pipeline and make sure it conforms to this branching strategy. And in general we should add protection against release tags and branches deletion.
