Adding a tooltip for the difference between occurrences and the unique number of notices #689

Describe the problem

mdb-244 we should add a tooltip to explain the difference in the Data Quality Summary heading.

Proposed solution

Tooltip beside Data Quality Summary that says "Counts the number of unique notices in the data quality report"
