feat: feeds page performance

closes #817 Summary:

Improved the performance and user experience of the feed page

• Added Skeleton loading to the Feeds table
• Changed the MobilityData logo to a more efficient WebP format
• Footer will not appear during app loading

Whats next

• Extra possible savings when implementing GZip in backend responses
• Investigate why Largest Contentful Paint (LCP) is so long on most pages even though content isn't intense

Expected behavior:

When a loading state in the Feeds Search page is triggered, it should show skeleton loading (Initial load, query search, pagination)

Testing tips:

Go on the Feeds Search page and play around with all the functionality and make sure the loading state doesn't feel off
