They can set goals in a modal.

When they first create a district the modal appears.

Can they be viewed and accessed by any members of a district at any time?
Can they be added and deleted by any members of a district at any time?
Which pane should the goals reside in - a current pane on the site or a pane associated with the Data and Tech audit?

Blocked on this task until the unknowns can be resolved.

Discussed with Sean - since goals have many edge cases, let's focus on learning goals instead and not build out goals yet.

I'm going to move this issue to the Backlog for the time being.
