Figure out what conda environment that is necessary for RDK #3

I'm having issues getting RDKit to install/run correctly, I've added to an issue on their github account, but its confusing as I'm trying to work with the conda install able version. Details in rdkit/rdkit issue#1634

Never mind there was an issue in my local python environment, I think I have everything sorted out now.
