HANDLERS.INI is a bit volatile near the end #39

I had a look and tinkered with HANDLERS.INI and stumbled upon the following fact:

If HANDLERS.INI ends with "[END]\n" or even "[END]" all is good.

If HANDLERS.INI ends with "[END]\n\n" TDL.EXE quits with the error message "Fatal error: handler not found in utils;distro\utils".
