Profile-specific INIs broken if globals don't exist #1072

Unconfirmed report from a Wabbajack user. Fallout 4. MO 2.2.2.1. Despite profile-specific game INI files being enabled and MO being in working condition, the INI files were being routed to the My Games directory. User realized "Documents\My Games\Fallout4" did not exist, created the folder, and apparently this fixed the issue.

Pretty minor all things considered but worth looking into and fixing.

I'm upgrading this to sort of confirmed...? FO4 and SSE both show some very strange behavior when their My Games folder is deleted before starting MO2. The exact symptoms and exact cause are less clear (need sleep). In every case, running the game launcher inside or outside of MO2 immediately resolved the issues.
