MO2 Plugins not injecting into the game.

So, the steps to reproduce are kinda vague. I am certain everything is installed correctly because I followed the tutorials and everything, But

Install Fallout Lost World from wabbajack.
Launch MO2 from the modpack directory
Launch F4SE As I said, i am sure everything is installed correctly, because I can see the files in the virtual folder, they just don't inject into the game.

Environment:

Mod Organizer Version: 2.4.4 (Also tested it on 2.5.0 the same result)
Last Mod Organizer Version that did not exhibit the issue (if applicable): None
Desktop OS/version used to run Mod Organizer: Windows 11 PRO. Version 10.0.22631 Build 22631

Hello, and thank you for your time, I am having a problem and I am stuck. So I installed a modpack via wabajack, the modpack being "Lost World" for Fallout 4, I opened the MO2 from it, the mods are all installed, enabled, the .esm and .esp 's are showing in the "plugins" tab and in the "Data" tab, I have f4se installed and set to start from there. If I open "Explore Virtual Folder" I see that the plugins are loaded there, same thing happens if i launch "LOOT". However, when I launch F4SE, they do not get injected, not a single plugin is loaded. The installation from wabajack did not have any errors, I am using windows 11, latest updates, I have disabled the antivirus, clean install for both games. Not in main directories. Clean install of MO2. I am stuck, I do not know what to do, please help.

The reason I know is not working is because Buffout4.dll is not loading. If I go and change the Load Method, it will load but none of the plugins are loaded, including the MCM.
