Launching any Modpack - stuck (non-resposive) endlessly loading at splash screen #2012

The problem:

When trying to launch any modpack based on STALKER Anomaly e.g. GAMMA, at first launch I'll load into the game normaly, but when I exit and try to run it again It'll be will stuck with a bug where the game will load endlessly in a non-resposive state at the initial loading splash screen, leaving me with only option to force close the game via Task Manager. A month ago I done a substantial upgrade to my pc, where I had to upgrade from Windows 10 to 11, before the upgrade, any Anomaly modpack would launch just fine. Clean Anomaly w/o modpacks launches with no problems. Also tried a fix by running modpack through latest version of MO2. Helpers from GAMMA's discord got me to run through various fixes none of which had worked.

I also done a test: On my sepperate laptop I installed and flawlessly played Anomaly GAMMA Modpack, then transffered all of Game's/Modpack's files on to a portable harddrive and copied them back to my main pc to same C: directory as I've had the mod installed on my laptop, only for the same aforementioned bug to occur. So it seems this bug is exclusive to my main pc ONLY, (on laptop any MO2 modpack run fine).

To Reproduce:

Steps to reproduce the behavior:

  1. Upgrade to Windows 11 latest OS
  2. Install and launch Anomaly GAMMA modpack
  3. Exit the game then launch it again
