Externalize the target platform for easier dev environment set-up #77

Please adopt an externalized target definition file for the target platform. Otherwise, every Alf RI developer needs to use some specific Eclipse package, or configure the target platform by hand, which is time consuming and leads to inconsistencies between environments.

A PR will follow (see PR #78).
