Fix to the reaction rxn31720 #51

Rob Edward's group sent us a note saying this reaction is inaccurate, rightly so. Updated the reaction details for rxn31720

So, you didn't attempt to re-balance the equation, this reaction would never go into a template until the status reads "OK". This is a typical fix we'd expect to see, and is a good sample to use as a test case for a PR. We won't merge it just yet, but part of the scripts should be a means to check reaction balance.
