Updating default values for charge #8

Charge now defaults to zero as per the discussion in https://github.com/ModelSEED/ModelSEEDDatabase/issues/3

This will have a double-meaning, either that a compound's structure has been defined, and, at pH7, has a charge of zero, or the compound's structure has partial/no definition, and charge cannot be computed.
