It appears that a reaction that is empty, i.e. does not have products or reagents, is available in the microbial templates:
ModelSEEDDatabase/Templates$ grep rxn14003 */* | cut -f1,2,3,4 Core/Reactions.tsv:rxn14003 c|e = = GramNegative/Reactions.tsv:rxn14003 c|e = = GramPositive/Reactions.tsv:rxn14003 c|e = = Human/Reactions.tsv:rxn14003 c0|e0 = = Microbial/Reactions.tsv:rxn14003 c|e = = Mycobacteria/Reactions.tsv:rxn14003 c0|e0 = =
To be clear, an "empty" reaction wasn't originally empty, but it's reagents and products balanced each other other. This is the reaction in this case, as defined in KEGG:
