Create a Project Co-operation Agreement (PCA) agreement

Hi Etienne,

@m-challenger is working on the draft (ModelWriter/WP5#21) of Project Cooperation Agreement (PCA). Actually all Modelwriter partners need to sign the PCA since it is a prerequisite in accordance with ITEA rules and regulations. so we need to negotiate on the clauses of the agreement.

I think the PCA of your previous and successful project, OPEES led by @gaelblondelle, can be considered as a best practice for ModelWriter since both projects has resemblance in terms of open source software and private industrial use cases as far as I know.

To this end, It would be good if you direct us in this regard. The point of view of French partners on the agreement is important for us.

We would like to discuss at our today's meeting in details.

Please find the ITEA 2 Frame Agreement (IFA) and most importantly the first version of "ModelWriter - ITEA 2 Project Co-operation Agreement (PCA)" to be signed by authorized representative of ModelWriter parties in the following links (documents are located on the private repository (named 'Confidential') which is only accessible by @ModelWriter/consortium GitHub team).

• ITEA 2 Frame Agreement (IFA)
• ModelWriter - ITEA 2 Project Co-operation Agreement (PCA)

We need to adapt PCA according to the specific needs of our project and partners.

We used the ITEA 3 Model PCA Template which is provided by ITEA office. However, our project is subject to ITEA 2 Frame Agreement since it was labelled ITEA 2 Call 8.

Since this PCA template supersedes the previous ITEA 2 Model PCA template, ITEA office recommended us to use the new one and adapt it appropriately (e.g. by renaming ITEA 3 as ITEA 2, correcting the references to the articles in IFA).

We marked several text parts with yellow in articles to be discussed and agreed on. We also marked every citations made to ITEA 3 Frame Agreement in red (We located the corresponding articles in ITEA 2 IFA and corrected them).

Please also carefully consider our comments on several articles of the agreement. We have also added a task for the tomorrow's consortium meeting to discuss those comments.
