i.e. it should open in a read-only mode, where no dragging/dropping/editing is possible, a warning could pop up to let user know they aren't on the latest version and link through to where it is.
It will give an error at the moment when you try and save "someone has saved a newer version since you started editing", but that isn't really true, they might have saved a newer version 6 months ago!
