catching up with dependabot alarts

Catch up with the current depenadabot alerts as follows:

• I tested gulp still works with these npm package versions, (see weblab/static/package-lock.json and weblab/static/package.json)
• I moved examples & server export code (containing java vulnerabilities) tno a tar.gz, since these are for refeence only anyway (see weblab/static/js/visualizers/displayPlotHC/)
