Toggle improvements

• adds half filled checkboxes when manipulating group toggles
• improves CSS to better work on both ultrawide and small(laptop) screen
• prevents double loding of dependancy javascript
• moves the click events for graphs being changed so that code to make sure the group toggles are set appropriately can be simplified
