The Cold War 1947 - 1991 server does exactly what you're looking for.

This is how I do it:

In the mission editor, hit "set mission options" in the left tools column.
A window opens up on the right side of the screen.
Look for the third option "F10 View Options".
Check it and select "Map Only".
Once you're done, save, then exit the game and open the mission's .miz file.
Open the options file using e.g. C++
Make sure the view options are set to "false".
Make sure the option ["F2_view_effects"] has the value 1.
Save and exit.

Did these steps in miz 0.4.0, we will see if it worked at mid-night
