Add F10 mark at every airbase/FARP for everyone

FARPs are not always showing on the F10 map, and ownership of both FARPs and airbases as displayed can be... erratic.

Put a marker at every base for everyone with the base name and the ownership.

Note this is separate from the FOB/logistics markers, which will continue to only be displayed to the owning side.
